If you don’t use the NHS during a particular year, you have a choice to get your money back during your tax return. Thats only if you want to get your money back, otherwise, you can decide to let the £2.79 go to helping fund the NHS…
But if in that year, you used the NHS, then you cannot get your money back, even if you wanted to.
